BHETA Joins TRA Review of Chinese Ceramic Duties and Calls For Member Evidence

BHETA is participating as a contributor in the Trade Remedies Authority’s ongoing review of anti-dumping measures on ceramic tableware and kitchenware imported from China.

The review, known as IR0093, is considering whether the current anti-dumping duties remain appropriate and sufficient to address imports that may be causing injury to UK ceramic manufacturers.

Current duties range from 13.1% to 36.1%, depending on the Chinese exporter concerned.

The TRA has now moved into the formal evidence-gathering stage of the review. On 3 September 2026, it published its final sample of businesses, investigation questionnaires and a new Business & Consumer Survey.

BHETA has been accepted as a contributor to the review and will be submitting evidence on behalf of members.

BHETA seeking views from across the sector

BHETA represents businesses across the ceramic tableware supply chain, including UK manufacturers as well as brands, importers and distributors.

The Association has not taken a predetermined position on whether the existing duties should be increased, reduced or changed in another way.

Instead, BHETA intends to gather evidence from members on both sides of the market so that the TRA has a clearer understanding of the commercial and economic implications of any change.

BHETA General Manager Steve Richardson said:

“BHETA represents both UK ceramic manufacturers and businesses which source significant volumes of tableware from overseas, so it is important that we approach this review on the basis of evidence.

“We support action where unfairly traded imports are causing demonstrable injury to UK manufacturing, but it is equally important that any remedy takes account of the wider impact on UK brands, importers, distributors, retailers, employment and consumers.

“Our role is to make sure the TRA understands the position across the whole market.”

What evidence is BHETA looking for?

BHETA would like to hear from members and other interested businesses involved in the manufacture, import or distribution of ceramic tableware and kitchenware.

In particular, we are interested in evidence covering:

  • the importance of ceramic tableware and kitchenware to your business;
  • the value and volume of affected products manufactured or imported;
  • the proportion of imports sourced from China;
  • current anti-dumping duty exposure;
  • UK employment supported by the affected category;
  • alternative sourcing options and costs;
  • whether equivalent products can realistically be sourced from UK manufacturers;
  • the likely impact of higher duties on costs, margins, pricing and product ranges;
  • for UK manufacturers, the impact of Chinese imports on production, capacity, employment and investment; and
  • views on the most appropriate outcome from the review.

Where possible, BHETA is particularly keen to receive quantitative evidence which can help demonstrate the scale of the impact.

Commercially sensitive information supplied to BHETA will be treated confidentially and, where appropriate, used on an aggregated and anonymised basis.

Why the review matters

The TRA’s review could ultimately result in the existing duties being maintained, increased, reduced or otherwise changed.

The TRA is also examining the wider economic impact of the measure through its Business & Consumer Survey and Economic Interest assessment.

This creates an important opportunity for businesses across the sector to ensure that the TRA has a full picture of both the benefits of protecting competitive UK manufacturing and the potential downstream effects of any change in duty.

BHETA will continue to engage with the TRA as the review progresses.
